"I am very happy to be here at such a prestigious club. I feel as if a dream has come true," said Costa. "My dream was to play in Spain where the best Argentines are playing."
"For me, Valencia has always been a known and well-loved team as many great Argentine players have played here such as [Roberto] Ayala, Kily Gonzalez, Claudio Lopez and [Mario] Kempes. I want to follow in their footsteps at the Mestalla [stadium]."
Costa enjoyed an excellent 2009/10 season helping newly promoted Montpellier to fifth in the French first division, scoring seven goals in 31 appearances.
Valencia, who qualified for next season's UEFA Champions League after finishing third in the Spanish Primera, are looking to rebuild following the departures of David Silva to Manchester City and David Villa to Barcelona.
